NY ULSTER — Zoning Board dismisses battery storage appeal as untimely and lacking standing. The Town of Ulster Zoning Board unanimously rejected Jillian Fried's challenge to a March 2025 zoning interpretation of a Terra Gen/Alcazar Battery Energy Storage System at 430 Hurley Avenue, finding the appeal filed April 27, 2026 exceeded the 60-day statutory deadline of March 29 and that Fried, residing 2,600 feet away with intervening buffers, lacked standing as an aggrieved party. Town Attorney Mr.
Kovacs stated the ongoing SEQR environmental review continues with no final approvals issued. The Board also approved a six-foot fence for J. Rich LLC's four-family residential project and adjourned Clarence Hayes's garage-variance application to June 10.
