NY ULSTER — Ulster Planning Board approves revised subdivision plans and refers four projects. The board voted unanimously to recirculate updated materials for the Zena Homes major subdivision after consultants addressed concerns about soil conditions and forest habitat fragmentation with plans for reduced grading, conservation easements, and wildlife-friendly culverts. The board also unanimously referred three applications to the Ulster County Planning Board: the Leo Boice construction materials storage project, the J.

Rich LLC four-unit multifamily dwelling, and the Tractor Supply renovation. The board heard a presentation on Lincoln Park Energy's proposed 150-megawatt battery storage project but took no action.
